Further legal challenge to Preston scheme
A multi-million pound regeneration scheme in the centre of Preston is to face a further legal challenge from Blackburn with Darwen Borough Council (BDBC).
The mixed-use Tithebarn development was approved by communities secretary Eric Pickles in November following the conclusion of a public inquiry. Preston City Council, which is working alongside developer Lend Lease on the scheme, has expressed disappointment at BDBC's decision.
Council leader Ken Hudson said: "It means more expense to the taxpayers of Blackburn and yet more delays and uncertainty for Preston. "How Blackburn can justify spending public money on another unnecessary legal challenge to Tithebarn at a time when they are making job cuts, is quite simply beyond us and no doubt most reasonable people."
The scheme is to include a cinema, cafés and bars.
